Bitpanda is in Austria if that is close. They operate online not in person. So this might be your resolution if you have another processor to you can cash out from that they use.

I am not sure where exactly you want to buy the bitcoins but if you buy it locally and want to exchange it for cash then you need to follow below safety measures.

1. Always meet the seller at a safe location which can be any building with a CCTV camera.

2. You need to keep in mind that after minimum three confirmation a bitcoin transaction is supposed to be confirmed. So better ask the seller to also bring some time as you need to hold him.
