Because he thinks he might or can get away with it.

On a side note, use escrow here. Don't send bitcoins upfront on the strength of that video alone. NTD notes might be counterfeit or shipping might be reversed or cancelled once coins are sent. A fraudstopper bag alone offers zero protection.

I'm not gonna scam anyone, I am a person who invested in the Taiwan Dollar a long time ago and I lost about $50, now I'm into bitcoin and I'm trying to get some btc for my investment. I got the notes from a bank and I checked for counterfeits. I only trade through paxful, which provides an escrow service which I am using. Also, a fraudstopper bag prevents postal employees from tampering with the bag undetected.

In fact, I'm worried someone might not release the bitcoins to me once they receive it, I'm taking a risk here because I'm not sure if the person is actually going to release the bitcoins to me. They could make up some BS story about not receiving it or something, I'm not trying to commit a crime or get away with anything.

I think exchanging your TWD into your local currency is better option than risking to send them to a scammer
