ESCROW is good for low cost project who uses the funds after releasing the wallet code for example, this is not the best way for districts to succeed, what this project offers to the public is a lot, it's more than coins and tokens  and the purpose of Districts-coins  is achieving the decentralisation, if the ICO fails because there is no ESCROW, so banks are better than us, at least they evaluate the project before investing and the project become the guarantee.

in short, do your own evaluation of this project and choose what best for you.
