If you want to mine segwit blocks, then yes. If you are using GBT, checkout BIP 145 which specifies GBT changes for segwit.

Otherwise, no.

Not until it gets activated, which will be known (and most likely widely announced) 2 weeks before the moment.

However, if you don't upgrade, you won't be voting for segwit activation.

I upgraded to 0.13.1. For the miner nothing seems changed, yet. I was wondering can the segwit be implemented under the RPC interface layer to bitcoind, without need in changes in cgminer. If no, then my blocks would be discarded by the network after the soft-fork. If yes, then it would be nice Wink

I upgraded to 0.13.1. For the miner nothing seems changed, yet.
Signalling has not officially begun. Signalling begins at the first retarget period after November 15th. This means that signalling will officially begin in a day or so.

It should be. It should be that way when segwit signalling begins. You will need to update cgminer though.
