Your friend may try Xapo, I had experience of buying bitcoins with debit cards where it was actually intended for credit cards. Still, debit and credit cards have country specific limitations, but trying once will not harm.

There are few which accepts visa/mastercard debit or credit cards but due to country limitation i can't use my cards to buy in them.
- coinbase, you can check if your friend's country is accepted to buy bitcoin by them or not here https://www.coinbase.com/global?locale=en
- cex.io can also be good but they have mixed review on internet, try with small amount only
- xapo can be another good option if they support your friend's country.

Virwox.com should be a good way to buy using MasterCard or Visa , It's trustworthy and exists for long time now and It doesn't really matter from where he is. There is also no need to provide any real life information's such as ID or passport but to rise the limits , some time is required . First transaction should take sometime (It's the case for most websites I guess) , from the second and above everything should be instant.

Seems that nobody has suggested Circle but I would advice to check their service because as far as I know they accepts credit and debit card, also bank accounts, they support some country in eu so better check first.

Thank you all for suggestions and advices. I will tell him about this exchangers, probably at least one of them will work. Maybe it would be good for him to try them all and see which one suits him the best.
It's good to see that it's getting easier and easier to buy Bitcoins and that the service is available to even larger groups of people, even those who are not very familiar with Bitcoin.
