Your $25 will turn $30 after your ad pack expire. All you need to do is click 10 text ads everyday. Everyday you will gain % of site revenue until you reach $30. You can buy another pack once you reach $25 and do the same thing to turn it to $30. When there are lot of 'free' opportunity around here, why should I risk my $25, just to earn $5. Personally I am not ready to believe a scheme to get me an earning opportunity only if I pay them initially.
I believe their paid to click system are just to show like they are doing some business, but practically they must be simply circulating your money to attract more users till then they will use you as baits.

I also have same experience.Moreover these sites pay different rates for different countries so my country rates are usually low and when i somehow reach payouts limit I am denied payment on some false pretext

Whether this is a scam like some people have said or its legit as Op has claimed I cant say but what I know is that having joined quite a number of this sites with promises, they all have one thing in common which is not living to expectation and I am not doing any more...
