The coupon you are looking for are very rare. If I was you I will create another google adwords account. You can use your other credit/debit card. I can supply $100 coupon for $10 each but my coupons only worked for new accounts that haven't used any coupon before.

I doubt if anyone would get you those coupons for existing account, I had those coupons back in 2015, but not anymore, to my knowledge, they are not given by google anymore. I do have US$100 coupon for USA billing only, can also manage to get one for Germany, but the face value and price would differs.
