That doesnt explain much on what you want to do and going off site or in private isnt a good sign. What do you want to hire anyone in the US for? What job? Are you willingly to do escrow to make sure you dont scam anyone into doing free work? Why not use bitcoins?

Doesnt matter if escrow is used or not. Paypal has a 180 days chargeback period so this guy can escrow any amount you wish to be escrowed and then chargeback the money later.
