I'm guessing it's BIOS modded, otherwise there is no way it'll hit R9-390+ h/s speeds?

Yes with V7 a 280X can easily hit 160 h/s or so.

However I have no idea why anyone would buy that GPU in that condition without a fan basically when for less you can pick up a 470 which is brand new, warranty, and has the same speed pretty much. And it can mine ETH at 28MH/s and use half the power.
