GPU: 8GB RX 470 or RX 480?   (prices are so close. Not sure which is best)
Mobo: MSI Z97 Gaming 5  (It will run 7 GPU's in it.  If it does not effect performance I may install a spare R9 280x or R9 380x I have in it also.)
CPU: Intel 1150 socket.  Not sure which CPU to use as I am really unfamiliar with Intel processors.  Maybe nice to let it mine some ZCash or other CPU coin so what would you recommend for CPU?
Memory: 16GB DDR kit in the system
Hard Drive: 256GB SSD (128GB and 256GB are almost same price)
EVGA 1000GQ, 80+ GOLD 1000W, Semi Modular, EVGA ECO Mode, 5 Year Warranty, Power Supply 210-GQ-1000-V1

470 4gb is sufficient
you dont need an SSD, an old SATA 64gb will do.
you don't need a fast CPU, a celeron will do
you don't need 16gb, 4gb will do.

I can get an RX 470 8GB for $189.99 after a $20.00 mail in rebate.  My question is just which will give me best performance?  an RX 470 8GB or an RX 480 4GB as these two are practically almost the same price.

Depends on the algo and what you are mining.

For ETH

470 4GB = 28MH/s
470 8GB = 31MH/s
480 4GB = 28MH/s
480 8GB =31MH.s
