The new faucet site, paying every 4 hours - 800 - 1200 Satoshi?? Sounds good in a famous faucet site you will receive 200 satoshis an hour it means your rate is make sense. I am advising you to make strict rules about referrals, i mean it's easy to create multiples referrals ( fake referral ), i am suprissed there are OfferWalls and some CPA offers, so this is basically not a faucet site i mean like a GPT site actually. The minimum withdhdraw is also low especially for vip members, i think i might give a try.

Regarding your reward/timer 800-1200 satoshi per 4 hours I can say you will be one of the best paying faucets,but it is hard for me to imagine that you will be able to maintain this values for a long time.

On the other side your referral commission of 1% and 2% is to low,4% and 8% have some sense on such high reward you will offer.I like you have levels for referrals,they depend of what factors?

Vip upgrade is nice possibility but I see different rates,some explanation about it?Also is this VIP upgrade permanently or on a monthly basis?

Personally I do not like minimum withdraw,many time I lost all accumulated balance so I more prefer direct payment,but I will try your site when it is launched.

Also, dont worry about payouts.
It will be managed from Facebook groups and Pools.

In my opinion it doesnt matter if your faucet will have that reward or this reward. If its not fun to do you will invite only bots to yours site and people reffering bot accounts. But yes if you want to focus on bot accounts you should have multilevel refferal program a lot and lot of clicking popping out adds and the biggest claims per hour not per claim. And yes 60k satoshi withdrawal is too much.

I cannot explain it here because it is my own personal idea and if i posted the process here many will copy it right away.
It has been never used before any where.
