Segwit addresses can be P2PWKH-P2SH (addresses starting with 3) or Bech32 (addresses starting with bc).
Not all addresses starting with 3 are Segwit addresses, as multisignature addresses also start with 3.

Electrum supports segwit. If you already use Electrum, you can create a new wallet with Segwit addresses.
