This looks very shady, everything you just said points to carding

Did some snooping around, it appears that this account was sold sometime around November 15, 2016. Before that date, the account hadnt posted in ~3 years, If you compare the posts before and after that date, you can soo a significant difference in how the person uses english, the original owner seemed to know english as his native language while the new owner knows virtually no english. It appears that the account was bought for the positive trust it had.

Yup, There's no way that this isn't carding. I don't know if the admins will do anything if we report this post or not though... A lot of people have done background checks on this guy on his other selling threads too. It's clear that he either bought this account off someone or that he hacked an old account. I suggest against dealing with this user also.
