Is it possible to alter the release cycle of coins to provide more stability

Altcoins have hard time gaining users because of a possible premine and/or massive early adopter hoarding. When few people have the most coins, unstable price is inevitable and the currency has to go through bubbles possibly much more than bitcoin ever has. At any point the real user base of the *coin who want to pay goods or accept it as payment may get bored and move on.

An inverse release cycle would be an interesting experiment, if it's technically possible.
