There are a lot list bitcoin ads network out there. What a features which you offer to user for being awesome?
There are a lot bitcoin ads network site which offered boring features, and have low credibility.

This sound more like you are trying to create fully P2P ad network which may fail quite quickly, how you gonna pay running cost if you don't take any fees in middle? and also i don't think there is any ad network script which will have this function in built. You may need to hire some freelancer and develop script with whatever feature you like to have in it.

There are some ad network scripts which can be extended by Bitcoin payments / payouts. BitcoinRussia offers such a native Bitcoin ads network script for example. Just do a Google search to find it.

if there are no ready made ones,which I doubt,seeing how many new bitcoin ad networks popped up using one and same script
pay a freelancer there and you will have one ,will cost ya
but the ad network market is pretty saturated at the moment,you will need some good marketing and initial investment to get it going

I do not want to advertise them,but you can search the forum and find them yourself
do you really think they will be any popular without proper marketing and investment?
do you think publishers would switch from,say,a-ads or mellowads to an unknown new network?
the answers are no,no and no
if you want your ad netowrk to succeed,buy or order a script that is more or less unique,also you got to have basic php,java and html knowledge
to make adjustments and fix minor bugs

Yes, unfortunately OP, if you don't know basic code, you shouldn't start an ad network as it is a complicated system.

However, if you really want, you can hire a developer like some other people have stated. There are also people selling pre-made scripts, (For example, https://bitcointalk.org/index.php?topic=1219316.0). I cannot vouch for their legitimacy though.

Maybe learn some code, and come back, or work with a friend who knows how to code. Good luck!

Just try to research a bitcoin ad site who you like the most and try to research a script for it so you can have a basis for your project and also just try to make a unique features where your site can attract the most since we surely all know that attraction is the one who can lure us to try that site, or try to get a good dev to maximize some things out, surely that one can help you to get your plan site turn to be a good one.
