First bitcoin experience.  Attempted Circle to Electrum transfer.

Its been an hour and I have no idea if this is progressing.  Thought this was supposed to go through fairly quickly. 
-I used the default 0.5 mBTC/kb fee.   
-I specified the same transfer amount from circle and receiving amount on electrum without taking into acct. the fee
-There is currently a "pending" sign for the transfer with a blue arrow circling it.
-The blockchain doesn't provide any info I can understand or that seems to indicate processing.

Is this normal?  Did I mess something up?

If this is really is your receive address, then circle hasn't send out your bitcoins yet! Double check and in case you've put in the correct address contact their support about it.

I will email circle now.  
In my circle profile I have $50.00 available.  I have sent 49.78 to electrum.
-Is it possible that with the mining fee I went over my available balance?
 The transaction is marked pending as of 1 hour and 20 minutes ago according to circle.

That link has the address that both circle is showing and electrum si showing as my receiving address.

I also had literally made my circle account 5 minutes prior to sending the transaction if that has any bearing on this.

So I just started a new one, after emailing circle they simple told me my last one could not be processed....

Here is the receiving address that was under my electrum console.  I used this address at Circle to send it.
1B7Hfnu6JfjUNPqDEb1vtv7RZaPT9mmFTQ

My Default address under "CONSOLE" at electrum is much different.  Do I need to change my default console address?  Or is this unrelated to my receiving addreess?

Your addresses are listed under the "Addresses" tab (press CTRL+A) if you don't see it.
Unless you entered the console command to list your addresses, the one you see under "Console" is probably the donation address of the server you're using, not yours.

Yes, seems you are correct that I was seeing a donation address.

So I figured out that I hadn't converted my US dollars to bitcoins.  It seems likely that is required to transfer to a "bitcoin" wallet.  I converted and am trying to process a transaction.

The new transaction has been pending for ~30 minutes with no evidence of anything happening.
I'm wondering if these things may be factors:
1) I uploaded a drivers license to circle but they seem to have not completed my verifications process
2) I did not click the enable "Dynamic fees" button on electrum.  I'm wondering if it didn't take a fee because I did not select this.  I have V. 2.6.4

Please let me know if I'm missing something here.

If you're saying that electrum shows it as pending it means the transaction is waiting for confirmation from the bitcoin network.  It might take some time to confirm if you're using the default fee of 0.0005BTC/KB.  It have nothing to do with circle in that case.

Edit:
https://bitcoinfees.21.co/ estimates that a 50 satoshi per byte, that's around 0.0005BTC/KB, transaction may take up to an hour to confirm.

you keep saying that you are transferring bitcoin "from circle" "to electrum" for that you don't have to set fees in electrum because circle is the one who is sending you bitcoin!

the first post of yours contain your address starting with fd71... that is not your bitcoin address (technically it is) that is the hash160 representation of your address and i doubt circle recognizes that electrum surely doesn't. you have to give your bitcoin address (base58) which is starting with either `1` or `3` in order to receive bitcoin.
