Try technocashier.com

The fees for that trade are about 4%

stay away from technocashier. I did business one time with them, and the order didnt go through. I tried contacting support, but they didnt speak good english and went afk all the time. then they stopped replying at all. I finally asked that group that mediates with those exchangers to mediate, and after 3 weeks I got my money.

If I were you I'd deposit the LR with mtgox, and then withdraw the bitcoin bought from that to OKPAY.

If you use aurumxchange to deposit your LR with btc-e, buy btc there, transfer it to mtgox, sell it there and then transfer to okpay, you might even be at 0% fees, or even below that.

Good heads up on technocashier. Didn't know their customer service was shitty.

OP, aurumxchange will cost you about 6% on LR to BTC-e, plus they are low on BTC-e funds at the moment.
Of course bitcoin transfers are damn near free, but once you sell on MtGox it will cost you 1% to cash out via OKPAY.

Fees all over the place, but that's just how the game goes.
