2) I PAY THE SELLER
3) SELLER RELEASE THE BTC

To start,as a new user and for the risk of chargeback gived by skrill,i accept a high fee,but only if in future building a mutual trust this will be much lower

Yep, available for everything EXCEPT if the request is to provide identification with a matching selfie (which he doesn't have of course, since scammers don't want to provide such things).

So he wants to use a reversible and highly risky payment method and he won't provide identification (if requested). Extremely difficult to provide ID with matching selfie of course.
