Are there any ways how to exchange Neteller to Bitcoin using Neteller´s virtual card?

I mean buying a voucher by card and selling it for Bitcoin...

If you do this it may cost you much more than simply buying bitcoin with your neteller fund in localbitcoins or paxful. It seem https://www.bitpanda.com/ also offer buying bitcoin directly with neteller fund but i don't have any idea regarding their fees you can check them.

I thought Net+ cards are no longer to be able to be used. Notice was posted on their site a month ago if not longer.
