Is there a way to tell the hash rate of a miner that create a bitcoin block?
According to NIST and ECRYPT II, the cryptographic algorithms used in Bitcoin are expected to be strong until at least 2030. (After that, it will not be too difficult to transition to different algorithms.)

If you own (or can access) the equipment, then you can check and see what it's rate is.

If you don't, then there is no way to know.

If you own (or can access) the equipment, then you can check and see what it's rate is.

If you don't, then there is no way to know.
While you can't know for sure what their hashrate is, you can estimate their hashrate by seeing how many blocks they produced over a certain amount of time. An estimate of the network hashrate can be calculated and then that with the ratio of a miner's blocks to the number of blocks over a specific time period can give you an average of the miner's hashrate over that time period.

While you can't know for sure what their hashrate is, you can estimate their hashrate by seeing how many blocks they produced over a certain amount of time. Correct.  If all you've seen is a single block, then it is impossible to know if they used 1 hash per minute (and got VERY lucky) or used one million exahash (or any amount inbetween).

If you know that the miner is mining continuously, and you know which blocks the miner sucessfully hashed, then you can estimate the average hash rate based on the current difficulty.

If the block was mined by a pool rather than an individual user, you could likely lookup the pool's website as they usually list their hash rates on there.

For example, a recent block was mined by BTCC Pool. Looking on their website, I see their current hash rate is 188.1 PH/s.

So based on the response from you guys its next to impossible to tell by examining the block of the winning miner. What I wanted to do is have the ability to look at the block chain take each block out see the amount of horse power it took to put it together, no matter if it is a pool or an individual

You can identify the AVERAGE amount of hashes that would be needed across ALL miners and pools to solve a block at it's difficulty level, but it is not possible to tell how many ACTUAL hashes were actually calculated by the specific miner that solved the block, or how fast those hashes were calculated.

Can one still.mine bitcoin?
Not with a CPU or GPU. You will need ASICs.
