I guess that you are already aware of paypal's policy on how to recover the frozen funds. After some months of locking they will allow you to withdraw your funds to your bank account.
Probably  no one will be showing interest to buy your account as per some peoples fees to recover funds from limited paypal account is higher than your locked funds.

If you want I can give you 0.015btc for it since it will cost me more to get it unlimited than what is in the account itself.
You will need to send the email account that is linked to it. That is the only way i will buy it and you will need to send that first before I send any btc to you.

It has money in it so why not no value to buy it?
If you can unlimit it or just wait until January then you can withdraw that amount for paying a third of what it has as the account balance.
