I'd say I'm pretty fluent in English, could you please pm me what this involves? And as for VPN's, I'd say I've got an intermediate-based level of knowledge on the subject.

why the tittle saying "Paid" according to OP it is monthly bases kind of job so what do you mean by paid? did you already got a writer and paid him upfront?
I assume it is a newbie mistake so correct that. and escrow the funds. I don't suggest anyone to go without escrow.

I believe I fit for all your requirements. You can check my post history for my English writing skill and I believe I have more than 4 hours free time everyday after my job. More importantly I have active VPN subscription and I have been working on VPN for last 8 years.

Can you write more about the "workload"? I mean how many hours a week someone have to spend to earn $ 50 and how many hours / days have to work to earn $ 250? Also, do someone have to be available every day, or it could be done only on individual days?

I am a native English speaker and I know about VPNs (although what you have written is very vague). I'd help but there's no way in hell I'm adding you to Skype lol. Post more details (as obviously everyone is asking). You have a lot of PM restrictions anyways because you're a newbie.
