Is it good quality https://shop.bitmain.com/productDetail.htm?pid=00020160905064759862LCcn24oJ0685 ? I´m thinking of making 4x gpu rigs because in europe PSU are more expensive than in US. Its like 130€ difference between a 750w one and 1300w (from 110 to 240€).

Anyone has experience with this PSU? And also, will they be able to lower the invoice to something like 25€ for avoiding customs?

120 USD + 20% VAT + 10% CUSTOMS + SHIPMENT + Custom cables (very costly, time consuming) + Adapters (good luck finding them, btw they have got a 6 PIN PCIE connector, for an 8 PIN of a VGA you're in need of another adapter) + another ATX PSU for your motherboard + cost of adapting this solution in your case + time needed to let it work = ?

Worse than a common 1500W ATX psu.

Buy a dps 2000bb or Hstns Pa01 - 1300w

This PS doesn´t have any Mainboard-Connectors at all, only 6pin PCI-E.

But is very efficient.

I do not think, they do "tax-games".

... please make an educated guess !
