"Time Vault" Type Security for wallet.dat?

I was pondering on different ways one might possibly secure the wallet.dat file, even while in use... Would it be possible or effective to modify the existing client so that the contents can only be spent a set number of times per user selected time interval? By spent I mean limiting of transactions as well as BTC units. This would be kind of like a combination of time vault and account spend limiting systems banks use, only the user could decide the security setting that works best for them. Any reactions to this concept?
