As per my knowledge it is only given when a referred user buy bitcoins then only both of the coinbase account holder will get the referral bounty so it is not free 10$ , dont scam people just like that giving wrong information.

Well i have heard about the site too like this where they offer free btc too but they were scam and when any person creates accounts there they hack all of the data and then change the all passwords of accounts and the user losses their investment easily within few minutes and they steal other details too.
