I would not recommend MTGOX. Moreover, I believe lion's share for the Bitcoin crash shall be put on them. Initially I started on Bitstamp. That's where I deposited $100 to buy my very first Bitcoin. However, MTGOX was considerably larger with higher liquidity. So, I quickly moved there. And now, only today I lost over 1K because of MTGOX's poor software. So, I am completely out from them and switched to Bitstamp. I believe other exchanges will become more popular.

Bitcoin-Central is great for EUR (with SEPA transfer for cheap). They were down the first week of April but there were online nons-top since 2011 before that and on 10th April it was the only exchange website I know that was working all time long during the crash down. However it's maybe not the best for quick buy and sell to take advantage of small fluctuation as there is a little less volume. Expect to get some inertia during fast variations (but could be a good point too if you're clever and a little lucky).

If you run your business like you should, "some german buttfuck" calling the police shouldn't change a thing. If the owner is legitimate and honest, things will be sorted out.

AML / KYC / BAFIN, much?

yup, it was easy to use because of this but unsafe. I'm guessing this is the problem: he has been operating a financial business without complying with all of the legal requirements.
