Because you are posting in self moderated thread, which we know that project could be turned scam. I'm not sure why they are make their thread in self-moderated for their ANN.
They are also break one of rules to make another same thread,
The old ANN is not updated so we start new ANN.

These people with self-moderated threads...they love deleting posts, even if they're not spammy.  Just get over this one.  There's no need to create a thread every time you get a post deleted.  Suck it up and move on.  But ^^ is right.  It's not allowed, what he did, and it's certainly a sign of an intent to stifle criticism when ANNs are self-modded.  Ah well, life goes on.

How about admin in bitcointalk.org, is there any action they would do to people who do like this?

Forum staffs or mods don't usually take action to stuffs like this. The thread was self moderated so the thread starter has the power to delete posts in his thread even if the posts was ontopic or important to the thread. Just stay away from threads like that if you don't like your posts to be deleted without any valid reason. There are people who does shady businesses here who likes self moderated threads an messin with other people.
