The guy whom you are accusing created account on 31st Dec , and you have paid him 15$ , its already good profit for him.
AFAIK the pic is a fake one selected from google Images.
Make a resolution from today on-wards : not to buy Keys or pirated stuffs.

It is recommended that you use the proper scam format in the future (hopefully you will not have to) as found here. However, in the current case it is fine.
You shouldn't deal with newbies without escrow. Anyhow, I've tagged the user in question.
