Ive read this consumes the majority of network resources, how expensive will tx's need to be to kill spam?
The Bitcoin software, network, and concept is called "Bitcoin" with a capitalized "B". Bitcoin currency units are called "bitcoins" with a lowercase "b" -- this is often abbreviated BTC.

Who decides what is spam though?

I might get flamed, but isnt SD a pretty good way of stress testing the network. Bitcoin should be able to handle it

As far as I am aware transactions that have a higher tx will not receive priority over transactions that have a lower tx.

They would have to be higher than most gamblers would put up with... so about 50% of the average SD bet.

So, it's impossible to do this in a way that wouldn't kill how bitcoin is otherwise used just by using general transaction fees.
