that is a shady website that i have seen being advertise here a couple of times before.
it is not an exchange it only has convert bitcoin to paypal, which means you deposit non-reversible bitcoin and receive reversible paypal and it doesn't offer any other payment option! and not even the reverse to pay Paypal and receive bitcoin.
it is not even a decent website design.

the only reason for the price being higher is because it wants to get victims to scam.
