Forgive me if this is a question that will make eyes roll but if your VCCs are empty, how will the verification work? With Paypal and most other sites I verify with using a debit/credit card, a small transaction is made and then refunded. On my debit card, it actually does not deduct anything from my balance, rather it "holds" part of my balance as unavailable to withdraw or spend. Once verified, this amount is released.
How would an empty VCC achieve this then?
