Dependerá un poco de tus preferencias gustos y de tus prioridades.
Yo ahora tengo un windows 7 32bits con el cgminer.

Los últimos derives de AMD, están optimizados para Windows 7 tanto en 32 como en 64 bits.

Yo he probado a minar con un Windows 2008 R2 y salvo por estabilidad del propio SO, no ganaba nada.

De todas formas, el Sistema Operativo influye mucho menos que la gráfica en sí.
