Most probably he will accept bitcoin payments by assuming from he provides a service in a bitcoin forum. If you are looking for buying domains using bitcoin payments then namecheap would be a stopper for you. They are accepting bitcoins for years. I guess this offer applies to .com domains too.
I can get you your concerns, usually dot com domains are coming with the tag of premium, if 30% discount applicable to premium domains, it would be great and I too will plan up to buy few. |

30% discount on GoDaddy is worth almost nothing. There is .com domain price is $14,99 and with 30% off discout price is $10,5. For that price, you can buy domains regularly on other registrars where is accepted bitcoin as a payments method
