I'm using an HD 7950 (OC'd) and usually get about 580 Mhash/s, but just today, I can't get it past 240 Mhash/s. I know it is not because I am using other programs, I usually game while mining @ 580 Mhash/s, and I have also made sure to close any duplicates of GUIMiner, but I cannot figure out why the mining rate has dropped so low. Is it because of the increase in difficulty? Or something else related to all of the DDoS attacks/recent BTC hysteria?

The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

The hash rate of your card has nothing to do with network hash rate or difficulty.

reboot

if no change, power down, unplug the card , then plug it back in (tightly) - someone else had that issue and this fixed it

I had the same issue after the latest windows updates.

For me the settings of the GPU had been reset back down to below defaults.  Fired up ASI Afterbunner and pressed the reset back to defaults button and everything returned to normal again.

Have you tried turning it off and back on again?

But really, IT crowd reference aside, it shouldn't have anything to do with the network and probably has to do with the settings on your machine.

If the problem persists even after checking/rechecking settings, then you might look into a hardware problem. You could run your GPU through some benchmark testing and compare to other peoples results with the same GPU to see if the problem is there.

I faced that issue twice.

1st time the psu could not deliver enough power, and the second time afterburner set the gpu core to 500 when I wanted to reset the OC settings. (I wanted to downclock the memory with a modded afterburner)
