The account is a year and a half old, and has used USD from skrill for deposits. If you have any questions, let me know. Willing to negotiate price

I would like to buy this from you but am not familiar with virwox but that you can pay for btc with paypal.
Can you explain to me what this level is about and what is the difference if I was to just make an account for myself today instead of having one that is a year and a half year old?
