"Devs" trying to build hype as it would ever work here.

So yeah, they're utterly pointless and most of the time they're removed if enough people report them.

Yeah just pretty much to hype their coin and get some visibility. 

Back in the they it was sometimes good to see a pre ann to find out about the project, sadly now there are so many scams and pointless coins that most of the pre anns are not worth looking at.

Make it as informative and as detailed as possible so people have a clear view and can decide if they're interested or not.

I am not sure exactly what is meant by "pre-ann", but it is considered good practice to announce a coin before the genesis block is mined, this allows others to know when it is coming out and have their hardware ready.
It is also good practice to not include a block reward in the genesis block (followed by an initially low reward that grows gradually), set the start difficulty reasonably high, and publish the whitepaper with the ann.

Pre-anns are basically almost always just someone posting no information whatsoever other than saying he'll lauch a coin at some point and that we should stay tuned. No details or timeline whatsoever - only literally useless information, maybe a logo.

Proper announcements with actual information are of course important.

Well just as the name suggests, it's a "pre" announcement so it should precede the ultimate announcement of the project in order to create awareness and get people in the know. Most of these ICO's last a few weeks and so to get the information down before you're listed or something is in the right order in my opinion.

Pre ann is nothing but they will provide some information about coin which we are going develop in different platforms,what are there technical specification and incomplete road map. But till now there are many coin launched with pre-ann i am not completely satisfied with those coin.

I recommend this,so people will know and see the purpose of the coin and it also benefit the dev,as he will know what can be corrected in his coming coin,he can change direction if the coin is getting a lot of bad feedbacks .

ANN has launched 7000 shitcons.
about 300 will live.  most of them launched 2013-2015.
POST those dates it takes something special.

so now ANN is mostly moisely noisely, with the hidden gems of old piping along.

other than that, due to tradition, are we there yet?, if you are launching a legit NEW coin project, then best to have an ANN on BCT

I think it was initially used to get away from the "ninja launch" type coins that launched mining when the announcement was posted.

Pre-ann nowadays is pretty useless as not many coins launch anymore with mining that get enough traction to even attract the ninja launch FUD crowd.

I think that Pre-Ann is mostly used to inform people more about their project and I have seen many of them that have even signature campaigns to only advertise their Pre-Ann/Ann thread in order to inform as much people as possible and then continue with other things.
