CPU mining is a complete waste of time and money. You will not want to do this.

Stop buying industrial miners, running them at home, and then complaining about the noise.

If you actually mean GPU, then you should visit the Altcoin sub-forum and read over there. For direct mining of Bitcoins, both CPU and GPU mining are no longer cost effective.

CPU mining is dominated by botnets, don't waste your funds for it. But, if you are really want to build such machine i would suggest the cheapest i7  you can find (because of advanced instructions support), i7-6700 might be a resonable choice.

For cpu mining you need powerful cpus and each righ can only have one cpu. If you have to pay for electricity you will never ROI, if you don't you will ROI in a few years
