Poll vote unavailable

we are running a poll on our thread:

and a user reported being unable to vote for it.
Are there any BitcoinTalk forum limitations for this? could it be because user is Newbie with 8 posts?

You cannot know this for sure. I mean rules changes. Permissions for user interactions could change in one click of an admin.
So we must get confirmation from forum moderators/admin that newbies can still make polls/vote.
