Are these sites have any backing here?
Has anyone used them before and can vouch that they actually do work?

This one only does ecurrency such as payza, perfect money and skrill.

Rchange says they have been around since 2013 from their news logs.
But they are in the -$22,000 balance when you look at their perfect money funds available.
Something happened there.  Sad
And changex looks new but have feedback that looks alright. They are the only paypal exchanger that I know of instead of virwox and paxful.

I've seen that changex fee for bitcoin to pp is 4% and minimum 15 USD. I think it is quite expensive, recently I funded my paypal via unichange.me and their commission was 2.9%, minimum 2 USD.

I searched about this 3 sites here on forum and the result is:
rchange.net has thread in Chinese - for me it is hard to understand what is in their threads
changex.com has thread in Russian
unichange.me - the only of three has an official thread here

If I am going to choose where to convert bitcoin to paypal, among these three I will choose unichange.me

personally with my experiences, i trust and use paxful and localbitcoins
had done many transactions through them and it has never failed
there is a draw back thought. some people, depending on the type of
transaction will charge you up to 40% the methods i use is generally about 15%
allthebitandbobs
