yes they are, but I wont give cards for free, the card from Greece is from NBG (National Bank of Greece) I use it myself for a long time.
They have also internet link with paylink-western union what makes it more easy to cash out more money abroad.

You can transfer funds to the IBAN Number and cards can be used online, no restrictions.

but I am in Asia so I better check with the bank in here to see how's the charge doing,
if not much I will happy to get one.

Btw...how much extra if you need to ship to Asia (China)?

To China is around 4-5 Euro with tracking number.

If you purchase online or gamble online there is no charge if u use same currency, ATM fees depends at what country you are but I think
will be 3-4 euros or so per transaction, I don't know the exact fees with that.

I can ship world wide, within EU is free, fees depends on your country. Also card work at all ATM's with visa or mastercard logo

Can the card be funded via 3rd party IBAN-SEPA transfer - for example I want to receive money from Eu Fx broker? What are the limits and fees (atm withdrawal fee, loading fee, max. single load amount, daily ATM withdrawal limit)?

Yes you can load them with Paypal. These accounts are legit and used before to receive salary not for illegal things.
U can use them same way as any other bank acount

Maybe it looks like scam but i know some people who sell Credit card and debit cards but those are stolen and obtained by phishing so i never bought them.

No, these are not stolen at all, I got them from people who worked in Europe at BPO Companies and used to receive salary.
Not stolen and complete with all login details but zero balance of course.
