Both have the same fee rate of 50 satoshi per byte. There's no 150% dynamic fee as far as I know. The slider is more of a low-high thing and if you pick the middle it means you're sending with medium fee. Also dynamic fee translate to normal fee if you're offline or haven't synced with the server, and with normal fee middle slider = 50 satoshi per byte which would explain your situation.
You can try submiting the transaction to
this site. But they're not very fast so it might take some hours before your transaction is confirmed.
Or you can contact
Quickseller or
macbook-air. They are able to push your transaction to F2pool, which mines more blocks per hour average than the pool I linked above.
