So I guess if a digit appears twice then it is ignored and the prize rolls over to the next block? Pushing all quoted price allocations vs blocks up a notch?

Just to clarify, each spot wins one prize.   So it you have 11 spots, you get 11 prizes no matter what.  If a spot is selected a second time, we will go to the next block.  So essentially we start at #441115 and go until we have 8 unique winners.

Correct. If a 7 or a 1 show up again the prize would roll to the next block.
