Do you think if any one will be interested in a service with following rules:
- Payment as services & goods (no f&f/gift, no fake tracks or other bullshit)
- No ID or question about fund source (screenshots etc). Just send the money.
- preev rate plus 10%
- 3 weeks plus 24 hrs hold

This shall make it risk-free (as far as I know) for the client because they can fully reverse the transaction in case I scam them (which of course is not likely to happen).

This is risky for me as a service owner yes, but I can handle those risks. In fact I don't give a dank even if the money is reversed after the deal.

All I am wondering is if it is really risk-free for clients and if there are any who will be interested in this

The only advantage here is the 10% fee over the standard 15% most people exchange for, with a huge tradeoff of waiting 3 weeks.
Most people here are mature and have no issue providing their ID, so that's not a problem (at least that's what I think).

I wouldn't be interested in your service, but I don't know maybe other people would. Just my $0.02

You will be the one receiving PayPal and selling bitcoins ? I see no risks for the other party If he is receiving bitcoins. If you are indeed willing to wait for three weeks then you definitely should use an escrow to increase any kind of issues but overall , the terms looks very good. If you are genuine about them  , I guess you will have a good service on the forums.

But I don't have any possibility to scam or fool the client, in case I do they just get full refund.
Most people here are mature and have no issue providing their ID, so that's not a problem (at least that's what I think).
Yea that's definitely meant for people who ain't ready to show their ID to some random guy on LBC or whichever exchange marketplace or send it to an obscure company. Or their PayPal is stealth (e.g. created with fake details) and the last is very common. If your account is in your name you don't need anything like that.

Be careful. Even though you may have good intentions, you will most likely get negative trust if you start this service as a newbie.
People don't trust you (even though what you say about refund is valid), and they will make sure that it reflects on your profile. I'd suggest getting a few ranks first.

You would need to be relatively trusted in forum to even get clients, Because 3 weeks is enough to withdraw to a bank account or a credit card, And the dispute "should work" and PayPal would be in negative -them having the loss-
Not a PayPal fan but the buyer would still not get the BTC and have 3 weeks wasted + dispute time. You would require significant trust or using a middleman as well "Paxful or LBC".

paypal can be clawed back up to 6 months later.... so no. isn't any better

Yes but that doesn't effect the buyer.

You're right. But it is obvious this service is meant only for those who are not accepted by regular exchange services (e.g. cannot/don't want to provide ID or fund source). Do you think it won't be useful for such people? I've been there a while ago and had bad time finding a way to exchange my PP without ID hassle and/or terrible losses.

you must be joking unless you mean that bitcoins to paypal not the other way round as no one will trust you to hold both paypal and bitcoins and using a escrow for this type of trade then will be expensive as well as you being a newbie maybe if you really wat to o this then you should send bitcoin then some will send you the payment then hope that they don't give you a charge back otherwise use local bitcoins to buy bitcoins with paypal as long as the account is yours.
