In short, i set the fee to 0.00099BTC/KB, but one of my transaction fees is only 0.00019182BTC/KB.
So, anyone knows what happened or what should i do to prevent that for future transaction? Also, can i set tx fee manually for each transaction?

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

I'm not sure why the fee wasn't to what you specified for this transaction. You didn't also specify a manual fee that overwrote the default fee did you?

Yes, Electrum has a spot to specify the fee manually for each transaction. However, you can't specify the per byte/KB fee individually for each transaction.

Personally, I'd recommend you use the Dynamic Fees feature ( Enable it in Preferences ) as this is better at estimating appropriate fees. It gives you a slider to control how soon you want the transaction to confirm and adjust the fees automatically. I've started using this rather than manual fees and it simplifies the process so much.

I'm sure i didn't specify manual fees, in fact i don't know how to do it so i just set the fee to 0.00099BTC/KB.
Also, 100% fee multiplier is good enough for fast confirmation (less than 2 hours)?

You can check a site like http://bitcoinfees.21.co to see what recommended fees are for fast confirmation. For example, right now the fastest and cheapest transaction fee is currently 160 satoshis/byte!

Using the dynamic fees feature, you can simply slide the bar to the far right to get a quick confirmation and you won't have to worry about figuring out the correct fee to use at the current time.

this feature does not exist anymore in recent versions.
recent versions have dynamic fees, and they display the expected confirmation time of your transaction depending on how much fee you pay.
