What sound do you hear, if you hear a Beep (normal) and you keep hearing sound of PSU working then I guess it's not dead

If the PSU doesn't start after you have tried the green/black paper clip trick and there is still a red light that shows your PSU might be dead.

This video shows what to try (but I guess you already tried it)

https://www.youtube.com/watch?v=5FWXgQSokF4&feature=youtube_gdata

Video is from a reputable PSU builder like Corsair so you should try the same with any PSU you own.

Most likely. You can try buying one of those manual jumpers that you have to buy and plug in if you want to be really sure but chances are the psu is dead. I'd make sure it's dead just in case though by buying a manual jumper. They aren't much and are pretty durable.

it means the fan on the psu did not turn on.

try this  plug the psu into just the s7 controller.

then trip the psu via the red green wire.

this should turn the controller on along with the 2 fans on the s7.

if not you have a psu issue.
