Last I noticed it had been postponed

According to what i read on slack the pre-sale will be on Sept. 15,2017 CEST and end on Sept. 22,2017 CEST or if 7M USD worth of star is sold.
General ICO would be on Sept. 24, 2017 11:00 am JST - Nov. 7, 2017 11:00 am JST or until the Hard cap of of 10M USD is reach if by chance that the 7M USD worth of star or part of it will not be sold.

I believe everyone will be able to participate. but you must participate before it close. because the potential investors are a lot. the crowdsale may end in minutes.

in such cases, an individual hardcap is desired for the first hour. To a pair of whales could not buy everything

You can start registering at bitcoin suisse i read it from the slack that the pre-sale is now ongoing here is the link https://www.bitcoinsuisse.ch/starbase-ico/ or to be safe just go to their slack channel and ask @charles for steps in registering to the website.

Some people have raised some very interesting questions, such as if the Chinese government complicates Starbase's actions and the lack of community relations! BTCTalk is still the main means of bringing together and forming great community, I don't understand this lack of relationship.
