Reindexing will not help and cannot be done with a pruned node as well. All you can do now is wait as you will not be able to create any double spending transaction. You can ask a miner for help, I linked to two of them who may be able to help you in an earlier post.

Looking at the sequence number I think the tx is not replaceable by fee. Is important that the software you use sets the sequence number below 0xffffffff - 1. Then that txs can be double spent (when unconfirmed) and replace with higher fee for faster confirmation. You may need to adapt your software for that or use a bip125 compatible wallet.

Any double spend transaction that you make will not be able to be broadcast through your node. That is because the transaction you are trying to double spend is in your node's mempool and in the wallet, so it will reject the double spend as invalid.

I wrote a tool a while back that takes a raw transaction and will modify it to boost the fee: https://github.com/achow101/feebooster. This tool has a few bugs and nuances that make it so I don't recommend people to use it, although you can if you know how raw transactions work. I just ran your transaction through my tool to create the raw unsigned transaction.

Why are people so cheap on fees? 5 satoshi per byte? You could spend $0.10 and now have to deal with delayed transaction. I don't understand

0xfff, I think it's because people posting in this forum is mostly from the third world countries and such (Africa, Malaysia, etc). Since the work there is pretty much low paying the money is pretty important to them so they try to keep the most that they can.

Some people just use the low fee because they don't really know the technical side of the transaction fee, so they put whatever they want.

$0.10 is good, I don't see why people pay $0.37 to send a transaction. The only reason to spend that much would be if they needed to purchase something within 4 minutes.

Good thinking. Few cents of a dollar would mean a lot to people in poor countries. If the block size ever increases fees would go down and it would help out these guys.
