Is Coinomi a web wallet?

I did a search for Coinomi but could not find my answer.
I do not have either an apple or an android device to use it.
I went to their website to see what I can get but after the download nothing came up.
I am on a windows device.

No, coinomi isn't a web wallet. It's a HD wallet-app only for Android and iOS devices. It's not possible to use this wallet on Windows.

LTU_btc is right, Coinomi isn't a web wallet. Soon you will be able to run it also in Windows as the Desktop Edition for Windows, Linux and MacOS will be released soon (as also announced on twitter: https://twitter.com/CoinomiWallet/status/827667543963877377). I would also be interested in beta testing your wallet for windows.
If there isn't any programming knowledge involved that is.
All I know at this point is dos cmds and some html.

Yeah. Received the answer to my question and will just wait until the beta is done with.
I only want to use a final product with any amount of bitcoin I have.
