I am not sure that is fully legit operation. But I have a couple of questions
Whether your account "hosted" or "non-hosted"? Did you ever receive payments from Google? Does it enable 2FA activation? For how long a period is these $400 earnings?

Google will send a post letter with a code which need to be inserted in your Adsense account in order to verify it.

IF this account from the USA but is not verified with a code, Is it possible to activate this account from the non-US country?
And why is called "from United States" but never confirmed US address

No, because while account opening time they need to provide country details. They already given the country detials but you can add complete address details. They usually ask people to verify account once account reach to $10. I think, it may be possible for others to verify but I'm not sure one can change billing name now.

You did not understand corect. This accounts have earned $400 in balance. And OP sell account with our balance. Also he tell me it is hosted account, but seem it is interesting only for US resident

But hard for verif adsense usa if not in usa, we need service for verify and easy get banned

i have one adsense usa account  and i stay in indonesia , i was verif with virtual address service Viabox and verif tax id use fiverr but adsense banned me and i get lose balance more than $300

Everybody..please understand that the earnings are not finalized yet ..
Don't know if adsense pas them or even cancels the account (if the traffic/clicks are fraudulent)

So wait till the earnings are finalized ,before you buy the account
