Im running double 6990's and this is my first rig and first time setting up a miner...just trying to figure out which miner would give me best results and does the block chain on Bitcoin client need to be sync'd in order to mine?

If your pool mining you don't even need the client on your computer.

Also I use cgminer, it can mine everything and is regarded as the best miner. Fully customizable
